Superintendent's Report

December 12, 2025
The Mill Valley School District  Board of Trustees will vote on the Mill Valley Middle School Modernization Project at its December, 15, 2025 meeting. After extensive planning and environmental review, the Superintendent recommends renovating the existing campus at 425 Sycamore Avenue with students remaining on-site in temporary portable classrooms during construction.

WHY IS THIS OPTION RECOMMENDED?
Safe – Environmental Impact Review and Preliminary Endangerment Assessment confirm the campus is safe with proper mitigation and monitoring
Fiscally Responsible – Stays within the $130M budget; avoids $23.6M in soil costs and up to $2.5M annually in transportation
Environmentally Superior – Reduces construction impacts compared to full reconstruction
Keeps Students Together – All grades 6-8 stay on the 14-acre Sycamore campus
Protects Elementary Schools – No displacement of Edna Maguire students or community programs
Community Supported – Aligns with public input received during the review process

SAFETY CONFIRMED - Preliminary Endangerment Report Accepted by DTSC with No Further Revision Required 
The California Department of Toxic Substances Control (DTSC) has accepted the Preliminary Endangerment Assessment with no revisions required. The review found no increased risk to students or staff under current school use. As anticipated, DTSC has requested some additional testing and development of a Mitigation Plan to ensure long-term protection. Should the project be approved, installation of a sub-slab vapor barrier system is planned to protect indoor air quality.

WHAT'S INCLUDED
The modernization (funded by Measure G bond) includes:
  • Modern classrooms and STEM labs
  • Updated electrical, plumbing, HVAC systems
  • Fire safety upgrades
  • Accessible facilities and technology infrastructure
  • Sustainable design features
  • Capacity for 950-1,100 students

NEXT STEPS IF APPROVED
  • Complete mitigation planning and post-land use closure process
  • Proceed with final design
  • Begin construction with temporary on-site portables
